responsible to take care of your family, we know better, we know better, your coverage was not adequate, and we're telling you it was not, and by the way, if you don't buy these healthcare premium as this the cost, you will be breaking the law, and you will be subject to penalty. my question, why should the american people be penalized for something, we tell them to go to a web site that not functional, and telling them -- forcing them to buy something they cannot afford, if they don't they will be penalized. we cannot let that happen to the american people, you know, in north carolina, it is proposed there is 132,000 who wil lose their current coverage. >> and congresswoman, you can't let them you say, go ahead with this, but it is going ahead. and the idea of deferring as not only the obama administration and democratic make app coflect

lou: it is one of those things. all i can think of is you are you going to believe, the fed or your lying eyes? we can see what is going on. >> the problem is, why is the fed so important. this is telling me that investors really don't have a great deal of confidence in the economy and earnings growth going forward, leaning heavily on the fed's willingness to suppress interest rates so that equities continued to look relatively attractive. lou: we have seen one slight turn, slight take up in mortgage applications as a result of one week of lowering interest rates. and i am looking at the earnings. i don't see anything for everyone to get excited about one lawyer the other. >> that is all that matters. profits are growing. mortgage applications did move higher, but i should add that mortgage applications are still

11% under what the average in the first half of this year when the housing recovery was a hot year. of course it has changed since then. when you have -- lou: higher rates and prices. >> very low interest rates, 0% fed funds, 0% money market rate, you're not asking much of earnings in order that stock prices moved higher. lou: the outlook for the rest of the year? your temperature. >> more problems with the government budget coming up later this year. lou: you mean people -- [laughter] >> we have to set that aside. we have to set art confidence in interest rates and the federal reserve if we are going to a fiscal tightening when the more moderate commendation. looking ahead, we had a great year ago of 204%. >> if we have any type of difficulty you are going to have

♪ lou: on capitol hill today lawmakers took aim at the latest example of over the top agency conferences. in the spotlight now, the department of veterans affairs, the wasteful spending they're proving this is no longer an

administration but a national lampoon misadventure in governance. lou: first we found that the general services administration spent 900,000 taxpayer dollars to draw a lavish las vegas conference. those were the good old days, weren't they? then we learned the irs racked up a $50 million bill for their conferences. nothing helps explain tax lot better than star track and gilligan's island. now the department of veterans affairs is embroiled in its own scandal. more than $6 billion on two conferences in orlando and 2011. and, of course, they had to produce a video featuring veterans affairs employees dancing. while the irs prefers that shuffle, folks at the viejo like sister sledge. lawmakers are not happy. >> veterans affairs is a large agency with deep pockets.

yes, it is a large agency with deep pockets, but those buckets were not intended to be picked by either contractors that were likely unnecessary or, in fact, people who we held accountable and paid to be accountable to the taxpayers. lou: and that the a production budget, well, $50,000 to make this. that at a time when they had a backlog of more than 700,000 disability claims, more than 125 days overdue. another obamacare contractor under fire for its questionable track record, the british firm charged with processing paper applications faces allegations of fraud, racial spending, even sexual assault. joining us now, national review columnist of fellow at the franklin center for government and public integrity and the

author of the report. great to have you with us. >> thank you for having me. lou: what in the world as a british firm -- and why bring in the british firm for a billion dollar kind tracked? >> that is an excellent question and i don't have an answer. it is pretty shocking that they ended up getting the contract with the record that they have. it worked for the british national hospitals. some of my demijohn. under investigation for several things including falsifying records, may be overbilling by millions and millions. can there have been allegations that -- their record is astonishing. lou: and we have no idea in the world why they made a decision other than the reason it has vast experience in the u.k. >> there is a cynical explanation, most that they spent heavily on lobbying and political contributions. so they spent in the last couple of years more than a million

dollars. one of the lobbyists said they hired had actually worked very hard on the health of, switched to the private sector. while he was lobbying he ended up getting investigated for insider trading. lou: this is marchesa. and where is that investigation today? >> i could not find that. i think it might still be pending. i never got a definitive answer, but it goes to show how much money was involved in a lobbying and. an effort to secure this contract, even if they did not have the best track record for. lou: it is stunning, and we are seeing this time after time after time. the contract in, it is out of control in this government. and it seems -- it does not seem to matter much which agency. your thoughts? >> i think it is a little bit shocking to me because the british press has done a phenomenal job reporting on this company.

made. lou: the president in boston setting early problems that romney care is justification for obamacare is a disastrous rollout. listen to this. >> health care reform in this state was a success. that does not mean it was perfect right away. enrollment was extremely slow. within a month only about 100 people had signed up 100. lou: when is the president's going to learn any state the facts right, especially now, especially after the washington post dished out another four pinocchio's. i love that. one of the most benign term for lying ever heard. first of that figure is completely off. they report that actual enrollment in the first two days of romney care, back in 2007, nearly 3700.

how many have enrolled, we don't know. the house ways and means committee, somewhere around 120,000. a quarterly a ministrations half million target for the month of october. any comparisons in the -- any comparison between obamacare and romney care is just wrong. there is a huge massive difference back in 2006 massachusetts universal health care law passed the state house with bipartisan support, and evoke of 154 to two. passing the state senate 37 to nothing. obamacare was ran through the senate in the middle of the night in 2009 without a single republican vote. in the house speaker pelosi used a parliamentary gimmick and

deemed it. again, without a cinco gop vote. medicare was passed with a bipartisan vote. almost half of the republicans in the united states senate voted for medicare. more than half of the republicans in th house voted for medicare. here is the effect of passing something with bipartisan support. a recent poll by the massachusetts medical society finds 84 percent of state residents, 84 percent of them are satisfied with the health care they're receiving in massachusetts. by comparison, new poll by republican pollster, and public opinion strategist says 70 percent of voters now support delaying the individual mandate which brings us to the "a-team". wall street journal opinion page

when it comes to the economy. how money moves around the world. what happens for damage 1/6 of our economy. lou. talking about that here for quite some time. the vulnerability of that one sixth of the economy, indeed the entire economy is potentially, certainly extreme because we just don't know which way our political leaders are going to go. and now insurance companies i joining up with the obama administration and the liberals in washington to say wait a minute. our profits are at risk here. if you were to go ahead with a delay in the individual mandate. >> insurance companies joins with the liberals and the obama administration part three and a half years ago. a path to the insurance company. i think it is a mistake to emphasizes once if the economy.
